Background of the Study

Transparency in governance is essential for fostering accountability, trust, and effective public service delivery. In local governance, transparency ensures that citizens are informed about decision-making processes, resource allocation, and the implementation of development projects. Development communication plays a crucial role in promoting transparency by creating platforms for dialogue, disseminating information, and empowering citizens to hold public officials accountable. In Bauchi Local Government Area (LGA), Bauchi State, communication tools such as town hall meetings, local radio programs, and participatory campaigns have been utilized to enhance governance transparency. Studies indicate that citizen access to timely and accurate information strengthens public oversight and reduces corruption (Musa & Ahmed, 2024). This research investigates how development communication enhances transparency in local governance in Bauchi LGA, exploring its effectiveness, challenges, and impact on citizen engagement and accountability.

1.2 Statement of the Problem

Despite efforts to promote good governance in Bauchi LGA, a lack of transparency continues to undermine development initiatives. Citizens often face challenges accessing information about government activities, resource utilization, and project outcomes. Development communication strategies, while present, are often poorly implemented, leading to limited citizen engagement and accountability (Yusuf et al., 2025). This study examines the role of development communication in addressing these issues, identifying effective approaches for enhancing transparency and trust in local governance in Bauchi LGA.

1.3 Objectives of the Study

  1. To evaluate the role of development communication in promoting transparency in local governance in Bauchi LGA.

  2. To identify communication tools and strategies that enhance citizen engagement in governance processes.

  3. To assess the impact of development communication on reducing corruption and improving accountability in Bauchi LGA.

1.5 Research Hypotheses

  3. Development communication reduces corruption and improves accountability in Bauchi LGA.

1.6 Significance of the Study

This study contributes to the discourse on governance and communication by highlighting the role of development communication in fostering transparency at the local level. It provides insights for policymakers, civil society organizations, and local government officials on leveraging communication tools to enhance transparency, reduce corruption, and build public trust. Additionally, the findings offer practical recommendations for improving citizen participation in governance processes, thereby strengthening democratic accountability in Bauchi LGA.

1.7 Scope and Limitations of the Study

The study focuses on Bauchi Local Government Area, Bauchi State, examining the role of development communication in enhancing transparency and accountability in local governance.
